Monitoring can be described as the tracking of programme implementation and/or performance through the collection of data using monitoring tools designed for the programme. Monitoring data will assist in the highlighting of progress and/or problems whilst the programme is being implemented, which can lead to timely programme improvement and insight into the expected outcomes at a later stage.

Evaluation makes a judgement about the quality or value of a programme based on the achievement of specified outcomes in accordance with the Programme Theory (the expected short-, medium- or long-term outcomes based on how the programme was designed). The evaluation of a programme does not always measure programme outcomes, but can be applied to measure the activities carried out during the implementation of the programme or programme impact, which takes a much longer-term view. In short, Programme Evaluation is the application of specific research methods (evaluation research) tailored to a specific programmatic context to measure the quality, value, cost-effectiveness, sustainability or feasibility of a programme.
